because the tilde isn't enabled. one way is to go Control Panel> Device Manager> Keyboard> Microsoft eHome MCIR 109 Keyboard
Right-click and select uninstall. This won't disable any keyboard functions

try the tilde over the right hand shift key, if that doesnt work try the key directly above tab to open the console

The squiggle is called a tilde, its located near the return key, if this doesn't work depending on your keymap(what country your keyboard is from will have it laid out differently) it can also be over the tab key, that's the one just below the Esc key.
