The fan is controlled by a computer module if you have had it checked and no code comes up check wiring. If the module is bad it is expensive to replace.You can also go to parts store and buy a temp switch to tie into your cooling system and run the fan manually. I would suggest that you install a relay into the system with the stat switch.
They should be coded. On mine the relay is the green one under the hood.

Its under the air filter box its bolted under it.
you can take out the sensor but that can be a headache cuz then u have to have a switch that allows you to toggle between on and off...other wise you will overheat and/ or kill tha battery
The electric cooling fan on a 97 Dodge Neon turns the blades in a clockwise rotation. This pulls air through the radiator and across the engine.
The cooling fan relay sensor on 96-97 Chrysler neon should be located underneath vehicle, mounted to frame on drivers side front corner of engine compartment; (very forward inside wall of vehicle frame). Should be "unplug-unbolt" procedure.
