are you thinking about the dimmer switch or the actual illumination light? on the left side of the steering wheel you will find the dimmer switch, and the dash becomes illuminated from the first click of your headlight switch.

I have the same problem with mine. What I have been able to learn is that it is possibly related to a dimmer switch located just under the dashboard with the roller-wheel and/or the "flash-to-pass" dimmer switch located on the steering column. You can try replacing the one on the steering column to see if that fixes the problem. If it is the dimmer switch under the dash, you will have to strip one out of a used vehicle somewhere or order it directly from Ford as it is a manufacturer's part only.
The dimmer switch is operated by the same arm as the turn signals. They are all integrated into a single unit.

On many cars it was built into the headlight switch, which was a knob on the dashboard, you pull it outward to turn the headlights on, you twist it clockwise to make the dash lights brighter, counterclockwise to dim them.

AnswerIf the lights work on the flash to pass but do not work otherwise either the switch is bad or the dimmer switch is bad. I just am working on a 1995 Ranger and found the dimmer switch to be bad. I checked the headlight switch and that was good so I found the dimmer switch to be the problem. I jumped the wires after unplugging the dimmer switch and lights come on. Replace the headlight dimmer switch and good to go! Hope this helps.
