Fuse # 17 is a 25 amp fuse for the Data Link Connector and cigarette lighter
under steering wheel column
That is where the OBD code reader ( for trouble codes ) plugs in
According to the 2000 Ford E-350 Owner Guide : ( # 23 is a 20 amp fuse for the cigar lighter and Data Link Connector ) In the fuse panel located below and to the left of the steering wheel by the brake pedal . It has a cover on it
The connector should be under the dash. It is on the drivers side, right next to the hood release lever.

The Data Link Connector ( DLC ) is behind a small removable plastic panel , in your dash , below your steering wheel and between the inside hood release and your parking brake release
There should be an " EEC TEST " connection in your engine compartment near the battery ( or power distribution box if you have one )
In the dash, below the steering wheel, covered by a little plastic panel that flips (up or down ?) to gain access to the data link connector (DLC)
check the idle control valve not that hard to replace and inexpensive
Open the drivers door and in the end of the dash you will see the removable plastic fuse panel cover . ( # 17 ) is a 25 amp fuse for the cigarette lighter and Data Link Connector
