It's behind a small removable plastic cover in the dash , below the steering wheel and
between the emergency brake release and the inside hood release
I as well ran into this same problem...on the drivers side,there is a small cubbie hole located just to the right of the Left Air Vent. Its basically used for whatever you want to put there coins,gum,etc... the diagnostic connector is located on the roof of that cubby hole. Hope this helps.
On a 1998 Ford Explorer, the EGR valve is located on the intake manifold. It is behind the throttle body.

The 1993 Ford Explorer fuse box is located in the engine compartment. The fuse box can be found on the drivers side behind the battery box.
the starter is located on the right side of the engine.

Your connector is located on passenger side of car on center console near floor behind a removable panel usually made of a softer material just under dash and console should remove easily.

It is located under the dash just above the diagnostic connector (near the steering column). It is in a yellow case and can be reached from below without removing the lower dash panel (remove the case from the bracket it is attached to). Removing the flasher unit from the female plug is a pain (spread open the catch). The Ford part number is F4ZB-13350-AB. Pep Boys has a replacement (Tridon EP-27) that costs $12.00. Thanks to the post for a 1998 Explorer that pointed me in the right direction.
