it is in the door side panel under the regular fuses it is the relay on the left hand side. in my neon it was green. you may have to remove part of the dash to get the relay out.
a relay does not control both dome light and the radio.

The dome light switch on a 2005 Dodge Neon is located on inside the door jab. It is tucked away inside, tracing the wires of the switch is the best way to find its placement.
Hey Dude: You can turn your dome light off in your van by turning your headlight switch (or dimmer switch ) all the way to the right. Left turns on your dome light, so go the opposite all the way till it clicks. It will now stay off when your door opens. .

Never seen one of those require a relay... typically just a fuse for that.

I suspect a faulty door jamb switch; remove yours and test for power at the switch. Start with the drivers door. This could also be a faulty acc relay. with the driver's door open, press and release the door jamb switch, do you hear a little click noise from under the dash? if not, you may need to replace your relay
