The fuel pump relay is under the hood, on drivers side fenderwell in a plastic holder with the eec diagnostic data link.

EEC stands for Electronic Engine Controls. The EEC Relay provides power to the computer.
ECC relay is in a box under the hood on the drivers side. open the lid and look at the inside of the cover and there will be a diagram of where each relay is located.

There are two relays by the fuse block on the left side of the engine compartment. I believe the green one is the EEC relay. One may be located under the fuse block. Pull the 30 amp fuse for the EEC, locate on lid of fuse block, the relay should click when the battery cable is disconnected.
Somewhere in the engine compartment ( battery side ) you will find an EEC TEST connection for your OBD I / EEC - IV system
eec relay may be stuck,,sugest tapping on it to help verify the problem. If there is a relay my guess would be that it has failed. They are often under the hood but I'm not familiar with the location in a Ford pickup. The foel pump relay might be bad

there is a relay box under the hood on the right hand side. it should have about 4-6 relays in it. should have an engineering# f1ce-9345-aa.
