There is not a flasher on a 1996 Lincoln Town Car. The turn signal and hazard flashers are operated by what is referred to as the lighting control module. It is located in the dash behind the knee bolster above the accelerator pedal.
Some might think there is no turn signal flasher fuse and if your turn signals are not working you should replace the turn signal switch located on the stearing colum. This is incorrect. It is located under the dash to the left of the steering column. Cost to replace is around $600+ at the dealer or about $50 at a junk yard.

The indicator flasher unit in your 1996 automobile is located beneath the dashboard. The unit simply plugs in and out.
On a 1996 Dodge Intrepid, the flasher button is located near the center back of the steering wheel, you should see the button on the top of the steering column. The flasher itself is mounted to the multi purpose fuse panel.
