Drain the system from the lower hose on the rad.
at the bottom of the radiator on the driver side
let engine cool -open radiator cap -move a large container under radiator drain fitting( it's hard to see- located on lower left corner of radiator)-attach 3/8" diameter hose to fitting to direct coolant into container- turn fitting counterclockwise-pliers may be needed.
There is no drain on the block, just the drain on the radiator (bottom of rad drivers side, facing the transmission).ANS 2 The above is perfectly correct, but if you still wish to drain coolant fluid from that block, the easiest way is removing the lower rad hose from engine side.

Anyway, it is located in the lowerr radiator house, at the engine, when the engine is cold drain the coolant, remove the lower hose, pop out the thermostat, remove gasket, clean surface and replace. Fill with coolant, let it get warm, then add more coolant when the new thermotat opens up.
If it is the same engine, both either standard or auto, might have to check if the 1990 had over drive, cause the 88 or most of them did not.
My Chilton book shows that the engine coolant system capacity is ( 11.1 quarts ) For the 3.8 liter V6 in a 1988 Lincoln Continental
About 2, t 2.5, gallons.
before you change the thermostat make sure the engine is cold. you don't have to drain coolant, unless you want to replace it also. there will be a minimal coolant loss if you decide not to drain but can easily be top off. If you follow the lower hose to the engine, you will see a the end of hose attached to the themostat housing. Remove the housing bolts (2) using a 10mm socket with extension. After removing this, you'll see the thermostat!
The 1988 Dodge Dynasty coolant fan sensor is located a few inches above the thermostat housing. The thermostat housing can be found on the front of the engine.
