The ground wire at the bulbs is black.
The dark green/Orange wire should have 12 volts while cranking or with the engine running. The other wire will be pulsed to ground by the engine computer.
There isn't a single "anti theft" wire. The anti theft system is very complex.

The 2001 Dodge Neon standard radio is grounded to the radio retaining screws. When you install the radio simply attached the ground wire to the radio retaining screws.

Remove the spark plug wire from the spark plug. Use some heavy gloves or a set of insulated pliers to hold the spark plug wire about 1/4-inch from the engine block (ground) and crank the engine - you should see a spark jump from the wire to the engine ground. For a better check, use another spark plug and put it on the spark plug wire and use it as a "jumper" from the wire to the engine ground.
