The SRT-4 exhaust will fit, but it will need to be cut and re-welded near the front of the car where it goes to the exhaust manifold. In other words, it will take a bit of custom work and extra tubing, but the exhaust can be made to fit. The exhaust also does not sound very good on a stock neon since it only has resonators and no muffler.

There are actually 2 oxygen sensors on a Neon. The upstream and downstream. The upstream is located on the exhaust manifold and the downstream is on the exhaust pipe after the catalytic converter. I can't give you a diagram, but it is easy to find. If you look at the exhaust pipe about a foot back from where it connects to the exhaust manifold at the engine, you will see a sensor sticking out of the side of the pipe. That's your O2 sensor. To remove, simply unplug the wire, and use a deep socket or box end wrench to remove it.
