The heater fan in inside the HVAC housing behind the glove box. The radiator fan is mounted to the radiator.
It should be located on the drivers side fender well.
There is no fan belt it is an electric fan. Are you referring to the serpentine belt?
The rad fan relay on a 93 LeBaron is located on the L/S fender mounted by the shock tower. There's a group of relays in that location including the ASD relay, with the fan relay having a "green" wire that leads to the fan motor and a "blue w/ pink" wire the leads to the ECM.

The 1993 LeBaron fan relay location is located underneath the hood. It will be on the left side fender near the shock tower.
It is a two wire sensor, very near where the upper radiator hose attaches to the engine.

It is between the radiator and the engine.
There is a black rectangular box in the engine compartment, drivers side. On the underside of the cover is a diagram of all relays and fuses that will show you which is which.
