The turn signal flasher on a 1989 VW Jetta is located next to the fuse box inside the car. It is on the driver's side under the dash. The hazard flasher should be right next to the turn signal flasher.

In your fuse block assembly - 2 relays. One for High Beams, other for Flasher. Determine which is which by toggle E-Flasher and/or High Beams and feeling with finger or tube to ear. - rfesler
To replace the flasher on a VW Beetle, locate the flasher under the dash on the driver's side. Remove the old flasher and replace with a new one. This is not a fuse, but a three prong plug in that looks like a small cylinder.
