It should be in the fuse box (located on the lower driver's side). Good Luck. The turn signal flasher in my 1991 GT was behind the A/C and blower controls. I found it was easiest to reach from the passenger side of the center console, but it's still a pain in the ass, believe me.
The WAGNER 224 flasher relay on a 1993 Mustang LX 2.3liter is located behind the glove box on the left side. The factory part is blue in color. Hope this helps someone out there.

The horn relay is located behind the center of the dash above the turn signal flasher. It will be located above a metal dash support bracket. C187 if you search the Ford Service Manual. Note: The hazard flasher is the flasher located in the fuse panel, not the turn signal flasher.
