the flasher is located on the fuse block under the driverside kick panel. the flasher are round looking fuses.

Whoever answered that the flasher is under the drivers kick panel obviously does not have a 1999 F150 and is not a professional. This particular truch has its flashers on the righthand side of the steering wheel at roughly the same elevation as the fuse box (which is lefthand side of the steering wheel).
It should also be noted that an older generation car guy will tell you its a cylinder but the flashers for this truck are either square or are in a square housing so lookking for a 'tube' shape wont help here.
