Where is a flasher located in a montero?

The flasher most likely is under the dash. It should be mounted in or near the fuse box and there will be one for turn signals and one for emergency flashers.

It has one flasher that controls both the turn signals and the emergency flashers. If the turn signals are working then the flasher is not your problem. However the flasher relay is located on the drivers side, under the dash, above the fuse block, mounted on the kick panel.

Why does the three lower speeds on heater not work but high does and the turn signals do not work in a Ford Ranger 1999?

The speed problem with the blower motor is a defective Blower Motor Resistor Pack. Replace it. The non-functioning turn signals, is more than likely a defective Flasher Relay or a blown fuse. What is a quick fix if the turn-signals stop working on a Mercury Sable?

If your turn signal flashers stopped working, play with the emergency flasher button on top of the steering column. Our 97 Sable turn signals quit once and luckily I pushed the emergency flasher button in and out many times and the signals have worked ever since. But the emergency flashers don't work, but I can live with that.
