It's underneath the fuse box. Remove the glove box and then undo 3 screws on the fuse box - the relay switch is there (black)
The 1988 VW flasher relay switch can be found behind the drivers side dashboard. The flasher relay switch will be behind the far left hand side of the dashboard.
If it the the newer body style the flasher is built in to the emergency flasher switch. Replace that and it is fixed. If it is the A3 body style it will be a relay in the relay box. Any VW parts person can tell you the exact location in the relay box.

The flasher is also the hazard switch located below the fan switch Cleaning the contacts would not fix the problem permenitly. Need to resolder the contacts for the coil.

the switch for hazard lght is located in the dash . the switch is the "flasher relay " so it controls the turnsignals and hazards. just pry the switch out and un plug it . install new switch . but you might want to check with your local VW dealership there is a recall on those switches . =)
