You have to go to your Land Rover dealer for these wiper blades. No aftermarkets available.
In a Land Rover Discovery, the fuses are located under the steering column. The fuse for the windshield wiper and the washers is fuse number 16.
You'll have to get them from Land Rover, which sucks.
The wiper blades for the 2003 Land Rover Discovery are relatively difficult to find in stores not due to the lengths, but due to the special attachments on both front and rear. See Sources and Related Links below for a listing of both the front and rear. Once you have the correct wiper blades, the installation is super easy and the packaging will have step by step instructions. I don't have a video for the front, but I do have a video for the rear which is below.

The front windshield wiper blades are special dealer-only wiper blades and you must get them at the dealer. The rear wiper blade is hard to find, but you can get non-dealer versions. See Sources & Related Links below for rear wiper info.
The wiper relay on a discover II is on the fuse box under the steering wheel. It is however an integral part of the fuse box and is not a replaceable unit. The fuse-box will have to be replaced. Wipers also use the auxiliary relay. This is R7 and is located in the engine compartment fuse-box. Try replacing this with another relay of the same value from this fuse-box (temporarily) and see if your problem disappears.

The hazard relay of a Mercedes Vito is incorporated in the normal front wiper switch. Simply pull back the switch and the hazard relay will be seen.
