The 1999 GMC 1500 PU equipped with the 5.0L V8 have an undercar in-line EFI filter. The filter is located directly upstream of the fuel tank in the gasoline line going to the engine. The OEM AC Delco replacement fuel filter is #GF652.
If you look at the filter you will see a arrow on it and it should be pointing towards the engine.

YES. The fuel pump comes out of the TOP of the tank. so you must remove the fuel tank.
If it's not broke then don't fix it. Replace it only when it starts going out are quites.
Slide in under the truck behind the drivers door and look up in the frame and you will see it.
