If it is the same for the 1998 GTP, you'll find the fuel filter on the driver's side under the back of the rear passenger door. It is held in place by a clamp.

The fuel filter is right under the drivers side door all you have to do is undo the right side of the filter with using two wrenchs then losen the metal strap that holds the filter inplace and pull the old one out disconecting the secound fuel hose leading to the mottor. Then just put the new one in the way the old one came out
