I don't know about a 1983, but the fuel filter on a 1991 is mounted on the left INNER fender, below the master cylinder. .
It should be next to the firewall in the engine compartment, if you are facing the engine with the hood up. It will be on the left side possibly attached to a metal clip that just pops off, you will see a duel spout on it with two hoses (1 hose per spout) coming out each spout. It will more then likely have an arrow on the filter showing which way the fuel goes in and which way it comes out. email me if you need instructions on how to take it off and such.
there is no fuse for a fuel filter there is probably one for the fuel pump but not the FILTER
It is behind the engine near the firewall and to the right of the air filter
Answer All oil pans are located on the bottom of the motor. Turn the nut till it loosens completely and drain the oil out. Look for the oil filter, it shouldn't be far from the drain and change that too.

A 1983 Toyota Corolla was equipped with electronic ignition system, therefore it does not have points. However, if the engine has been modified such that the car DOES have a point-type ignition system, the typical point gap for an earlier model (i.e. years 1974-1977) would be .018"

Toyota TownAce was created in 1983.
If the engine has a carburetor the fuel filter will be where the fuel line connects to the carburetor. If the engine has fuel injection the fuel filter will be next to the fuel tank on the outlet tube.
If there is one it will be located from the main fuel line running from the petcock to the carbs.
