The diesel engine Citroen C3 have the fuel filter located in the engine bay, under the air intake pipe to the air filter. The petrol filter is located under the rear of the car, just forward and to the left of the fuel tank.
Check the fuel pump seal under the off side rear passenger seat. I had one replaced on a diesel and the seal was not seated correctly. I assume a petrol version is the same.
