On a gas engine, it is part of the fuel pump module in the tank.
On a diesel, it is on the driver side of the block.

The fuel filter is part of the pump module in the tank. It is normally serviced with a new fuel pump.

If it is anything like my 96 ram 1500, it does not have an external filter. There is a filter in the gas tank connected to the fuel pump.
Dodge does not use inertia/reset switches.
