Yes. Both are under the car, just before the rear wheel on the passenger side (assuming LHD cars). It is protected by a plastic splash shield. The fuel filter on the 1997 Mazda Miata is located, under the vehicle, on the passenger side, below the seating area, front of the fuel tank. It is mounted on frame in fuel line.

Between the tank and the engine .... The fuel filter is located underneath the car on the passenger (right) side. It is located just forward of the fuel tank and is covered by a protective plate.
The 1999 Mazda Miata is a returnless fuel system. It has a Fuel Pressure Regulator in the tank (above the fuel pump), and a snub at the end of the fuel rail.
