It is under the steering wheel column. 99 Accord 2Dr 4Cyl EX You don't even have to remove the panel...if you can lie on your back,next to the brake pedal,then you can reach it. I had to use a thin flat-head screwdriver to wedge between the Relay and the metal Mount. Force it in 1cm at a time and it won't break. Try putting it back in again...it worked at least once.
