It's at the back of the fuel rail (driver's side). It's covered by a black metal cover. difficult to change but not impossible.
remove the one accessable bolt on the cover, (and displace conduit & cables)
pull the black metal cover up & allow it to rotate upward on the aft bolt. This will give you better access when reinstalling the snap ring.
Other than that it's pretty straight forward. (make sure you have a good set of offset snap ring plyers)

Leaking injectors, and bad fuel pressure regulator are two things. Get this fixed ASAP. Serious engine damage will occur if you continue to drive it in this condition.

One good and quick way to check it is to pull the vacuum line off of it and see if there is fuel leaking into the vacuum system. If there is, the regulator is bad.

The fuel pressure regulator is located next to the fuel injector pump. The fuel pressure regulator should be labeled as such.
A 1999 Isuzu Rodeo that starts and then dies is not getting enough fuel, or the fuel mixture is off. It could be a clogged fuel line, dirty fuel filter or the fuel pump. It will need to be serviced.
Per the Haynes manual it is on top of the gas tank. You have to lower the gas tank to get to it.
