The fuel pump cutoff switch was a really bad Ford idea. GM does not have these, however they do have a relay. It's usually in the underhood fuse block, but I have seen them in a fuse box under the rear seat on some models, and also in the drivers side fuse box. If you're wanting to disable the fuel pump you can just pull this relay.
There is not a fuel cut off switch on a 1995 caravan. The fuel pump is electric and when the engine is not running or being started the fuel pump is shut down. So no need for a fuel cut off switch.
