The fuel pump relay is located under the hood, behind the passenger side headlight. You will see a bank of 2-8 relays, and a couple fuses. One of those relays, and one of those fuses goes to the fuel pump.
The fuel filter is located near the rear of the vehicle, forward of the fuel tank.
I think it's one of the three on front (black support) next to grille.

It SHOULD be located under the hood, behind the passenger side headlight. There SHOULD be a bank of 2-8 relays, with some fuses. One of those fuses (in a plastic protection carrier) is for the fuel pump, as well as the 1 pf the relays located there.
The fuel filter for a 1999 Buick century is located on the drivers side frame in front of the fuel tank. It is an inline type and is easy to change.
