The fuel pump on this era Crown Victoria is located within the fuel tank. It rests in the carrier called the fuel sending unit. In order to change it, the fuel tank must be dropped from the vehicle. The tank is a side-saddle upright tank, stood up behind the rear axle ahead of the trunk wall. Two steel straps hold the tank in place. With a jack centered beneath it and slightly supporting its weight, remove the two bolts and lower the tank just enough to remove the electrical and hose connection from the sending unit (on very top of tank). With those removed, drop tank from the vehiclel. Use a soft-faced hammer to turn the lockring counter-clockwise and remove the sending unit. The fuel pump is in the cup-like housing at the bottom of the unit. Remove the electrical connections and the pump can then be removed.
