There are two. One in-tank- accessible by a trapdoor in the back under the carpet. The second is under the vehicle-attached to the frame on the drivers side under the back seat area- should have a fuel filter next to it. If the car is running its probably making a buzzing noise- as most do at that age...
the fuel pump relay can be found up under the dash board on the passenger side of the car. O.E.M. units are white.
I suspect you have a short in the related wiring harness.
Fuel pump in the rear of the car.. from underneath... when the car is on a lift. the filter is a canister near the pump.. costs about 15 or 20 bucks online... look in places like thepartsbin.com

the fuel filter is located under the car on the driver side about 2/3 of the way back, it is bolted to floor pan next to the primary fuel pump. the fuel pump looks like a coil. There is also an internal fuel pump inside the gas tank in the 1985 Volvo 240, so changing the external one may not fix your problem.
