Ut is under the drivers side at the rear wheel
you can't as the relay needs to be there to put the right amount of fuel through at the right time,buy another fuel relay.
under the dashboard number 167.
One is on the under side of the car just below the rear seats. look for a can-like cylindrical container. the other one is in the fuel tank by the fuel pump.
Dont know about the 98's but if its anything like the mk4's it would be located in the fuse box that sits on top of the battery.
The replacement relay for a 1995 Volkswagen Golf GL is part number :P2020-324863. This is located in the hazard light switch.

Underneath the steering wheel but above the pedals where all the fuses are kept. The relays are the big boxes. Quite common to go but usually mistaken for a faulty crankshaft sensor
On the fuse block, directly above fuses 20, 21 , 22. (Lower Right hand corner)If it is the original factory relay, it is labeled 167.
The fuel pump is the injection pump located next to the alternator and is run by the timing belt.
