It's between the upper " plastic " intake manifold and the lower intake manifold
( it's flat and if you look into the engine compartment from the passenger
side , approximately 1 and 1/2 inches from the engine oil fill extension tube
going to the rear of the vehicle you will see the shrader valve used to test the
fuel pressure )
On a 1995 Ford Explorer : The fuel filter is underneath the vehicle , below the drivers door , mounted on the frame rail

Along the fuel rail; after the fuel injectors.
On my 1995 with 4.0 L OHV engine , the fuel rail is installed between the lower and upper intake manifold sections
