The inline fuse on a 1998 Kia Sportage will be located in the exterior fuse box underneath the hood.

To change a fuse on the Kia Sportage, locate the bad fuse, and pull it out with a plastic pliers. Insert a new fuse with the plastic pliers and close the fuse box. Disconnect the battery before servicing the fuse panel located on the battery cover.
there is a fuse/relay box under hood,left side in front of battery,other fuse panel is inside ,under dash,drivers side.

Driver side kick panel, and there is also one in the engine bay on passenger side. Not sure if there are any more fuse boxes or not.
