In the fuse box.
In the 1990 model built in 1989 it is in the glove box. It is behind a cover wich is in plain view (this cover tells you what all the fuses are for). If not there try under the dash on the driver's side.
On my 89 Dodge Maxi conversion van it's i the glove box. However I cannot find the diagram showing what each fuse is for.

The fuse box is found in the clove compartment on the left hand side you will also find another fuse box under the hood just behind the battery !

The 1989 Dodge Dakota automatic shutdown relay switch is located in the fuse box. The fuse box can be found in the engine compartment.
It's under the dash/steering wheel to the left.

there is no fuse box
I have a 1981 'Class C' on a Dodge chassis. Fuse box is located under the glove box lid, on left side. If yours is a 'Class A', I cannot help.
The 1991 Dodge Dynasty starter relay switch can be found in the fuse box. The starter relay switch will be in the third column, third from the top.
