This is most likely to be the Motor assembly. It sounds like the teeth on the gear inside the motor gearbox assembly have stripped in a position other than "Home" so its trying to return to its rest position but cant. Sorry but its a new wiper motor assembly unless you feel adventurous and want to drill out the rivets and examine the teeth.. You can pull the fuse to prevent it from running. You can get a used assembly from Ebay..
