If it's the same as the 1990 Subaru Legacy, it is on the driver side way back next to the gas pedal (on the side where the hump is for the gears shift). There is a fabric cover that pulls back, then you have access the fuse box. It's not fun to get to. I did it once and have to do it again now... not looking forward to it!

The fuel pump relay on a 1992 Subaru Legacy is just above the internal fuse box. The fuse box is located on the drivers side, under the dash.

it should be right under the stearing wheel. . . that is where mine is in my 1995 Subaru wagon.
It's not in the fuse box. Looking at the engine from the front it's in the top corner, marked FWD. You open it up and bam, there it is.

It is in the fuse box under the hood (at least for the 1997 Subaru Legacy) Also for my 2007 Outback so you can assume that it is in the same place on most, if not all, modern Subarus.
