I'm thinking that it might be under the hood on the drivers side. I asume that you have scoured the dash and cab insides for it.
The other weird location might be behind the seat.
Get a Hatnes Manual. I had a 75 and a 79 and the manual was useful for both.
The fusebox on a 79 chevy is under the dash on the drivers side by the fire wall
