The fuse panel on the Crown Victoria of this era is located on the lower portion of the dashboard (below the steering wheel) behind a cover panel. On the bottom edge of the dash there are two screws holding the panel to the dash. If you have a manual adjusting passenger rearview mirror, the trim ring around the adjuster must also be removed. With the two screws and trim ring (if applies) are removed, the panel should come right off, revealing the fuse panel to the bottom left of the steering wheel. Good luck.
