Your horn is not working from the steering wheel but the connection is good from the actual horn how do you fix it?
depending on what year your vw is. under ur steering wheel is ur fuse box, now if i am correct the horn fuse should either be number 13 or 11 but it should say on the fuse box cover and the power of the fuse should either be 15 or 20. change that and u should be good to go
