Change this when both front and back wipers fail to work. Under the steering wheel on the left side there is a small flip out thing (I keep coins in it). If you take it out, there is a fuse panel behind it. The wiper fuse is on that panel. And on the back of the 'drawer' is the label for the panel.

The fuse is inside the fuse box under the steering wheel and above your right knee. You can locate the fuse by pull open the box and the fuse layout is on the inside of the fuse box cover.
