I don't have an answer yet, but I have the exact same problem. All of the fuses in my fuse block check out ok ....
yes it does it actually haas heated and cooled seats!
I was looking at the 2004 Lincoln Navigator Owner Guide and it shows : ( maxi fuse 118 / 30 amp / driver and passenger climate control seat module )
According to the 2001 Lincoln Navigator Owner Guide : In the power distribution box ( which is " live " ) located in the engine compartment on the drivers side ( fuse # 23 is a 15 amp fuse for the HEGO sensors , canister vent , transmission , and CMS sensor ) * HEGO stands for Heated Exhaust Gas Oxygen sensor *

Press a button with an icon of a steering wheel with heat waves rising from it. Google "jeep heated steering wheel button" for a photo of same.
There is a round push button on the side panel of each front seat, located between the seat and the door. Push this button to activate or deactivate the heated seat feature.

According to the 2004 Ford F-250 Owner Guide the heated outside mirrors are heated automatically , there is no switch to turn on
I believe they come on when the rear defroster is turned on
Usually they come on when you press the button for the heated rear window.
