Raise the trunk lid...you will see the lights on each side of the license plate...use Phillips screw driver to remove and replace bulb. Just did this takes about 2 minutes.

If your 2003 has features similar to my 2000, all the lights shut off with the key. The manufacturer has supplied a switch on top of the steering column to activate the parking lights when you are, well, parked. Check to see if that switch is turned on. --Ken
2000 Altima tail lights and license plate lights do not work. Brake signal lights work. All fuses are good. Do you have a hidden fuse or sensor to control this what could the problem be?
dash panel lights working? all fuses ok?, check on the fuses box under the hood it's a number 10 red, check if keeps blowing up
