The window fuse is a 30amp behind the coin holder driver's side dash board.

The first thing to do when replacing a cigarette lighter on a 1995 Lexus ES300 is to remove the fuse for this from the fuse box and disconnect the battery. Then remove the clip on the back of the lighter and slide the metal part out the front. Insert the new metal liner and connect the rear clip. Place the fuse back in the fuse box and reconnect the battery.
the owners manual should say where the fuse box is located. Take out the appropriete fuse and replace it if it is broken.
The fuse for the power windows is on the fuse block.

Power windows normally use a breaker, not a fuse.
Remove the negative battery cable for 30 seconds. Or you can remove the fuse in the under-the-hood fuse panel marked "EFI" for 10 seconds. This works on most all Lexus models from 90-95.
