It's in the fuse box in the engine compartment ( far right hand side, looking from the front of the car). I thinks it is # 14 or #15 RED FUSE.

To replace the heater blower motor: First unplug the wire connectors. Then remove the screws and the motor will pull out. Reverse the process to reinstall the blower motor.
they are usually found close to the blower motor.
Do you already have the old one out?
Check to see if you are getting power to blower motor--if so, bad blower motor If no power- perhaps bad resistor pack at blower motor Bad switch?

If you are saying the Blower Motor only works on high, then your problem is a defective Blower Motor Resistor Pack. Replace it.
Check at the blower motor itself. Have it turned on and tap the end of the blower motor with a hammer. I did this and found out that the blower motor was going out. The blower motor is on the top passenger side under the hood. Also check the wire connections. Make sure they are seated good. If this includes for the heater then I would say the blower motor is bad.
The blower is behind the glove box. Remove the glove box door, and there it is. Some small sockets will be in need. It will come out if you wiggle it around.
You probably have a shorted wire going to the motor or switch. You'll have trace the wires and find the damaged section.
In the 1999 Trooper the relay is sbove the inside fuses. It is above the fuse door, so that the whole panel by bottom of the driver door must be pulled. Don't know if that helps for 1990. Note: My fuse, relay and motor are good, but no power to motor. added 1/22/2008 The blower motor resistor is located on the housing located on the firewall. This housing is were the blower motor is.
If you have checked and the blower motor has both power and ground then the motor is bad.........
