there is a 15 amp fuse behind glove compartment on rh side. hard to get to. this fuse controls power to a relay under the hood on passenger side. there is a 60 amp fuse there also that supplies power to relay contacts and on to horn when relay energizes
The fuel pump relay on a 1996 Buick LeSabre can be found underneath the hood. The fuse will be in the fuse box.

There is one under the hood next to the cowl and there is one under the dash on the driver's side.
It is in the fuse panel on the passenger side underneath the dash board next to the fire wall.
Their is one fuse panel under the left side of the dash and one panel in the passenger side kick panel
