Yea, the 1993 Buick Lesabre does have a fuse for the horn. However, there could be other reasons why the horn doesn't work, the clockspring or relay could be out.

First check oil level. "Loud clattering" can be lifter noise you are hearing. This can indicate oil is not reaching the top of the engine or worn valve train parts. Another reason for noisy lifters could be the oil pickup is not picking up, could be clogged.
If you have plenty of fluid it could be the power steering pump itself going bad or it could be the rack and pinion assembly.
