There is a multi-purpose fuse in the junction block. No. 10, rated capacity 10, housing red, controls door lock actuator and door lock power relay.

Try a new battery, or get a jump start. Sometimes there is not enough power in the battery to start the engine.
The bcm that controls power windows, locks and doors is located on the driverside floor.
Non-turbos run about 135HP, Turbos run about 195HP.
Take out the old one, and then put in the new one. You'll probably have to undo some bolts and stuff. Watch out for that slippery stuff.
In the fuse center located behind the passenger side kick panel for a 1997-2001 Jeep Sport you will find the fuse/circuit breaker for the power windows and power door locks located in position number 28.

Power seats, power windows and power door locks are not fused. They would have a relay and or a circuit breaker. It should be in your owners manual.
Check the main ground to your starter. It sounds to me like your soleniod has power, but you starter motor doesnt.
