In my '91 PA the panel is just above the driver's left ankle (when he's in 'driving' postion). There is another bank of heavy duty fuses (30 & 40 amp - and relays) in the engine compartment just below the passenger-side windshield wiper.

The 1988 and 1989 Park Avenues are the same with the fuses located on the left hand side between the Head Light Switch and Steering Wheel. Open the drivers door and turn the black plastic thumb screws a quarter turn, then remove the panel. what year is the car fisrt of all? If it is a 1989 it is located on the driver side near the light dimmer switch. There are two thumbscrews you have to remove to access the fuse box, on the inside of the panel there is the diagram.
The starter on a 1989 Buick LeSabre can be found on the driver's side of the engine. It is down low, back by the bell housing for the transmission.
