In my '91 PA the panel is just above the driver's left ankle (when he's in 'driving' postion). There is another bank of heavy duty fuses (30 & 40 amp - and relays) in the engine compartment just below the passenger-side windshield wiper.
In the gas tank. Unless there is an access panel in the trunk, the tank must be removed to change the pump.
Blower motor is located on the firewall behind the engine.
The 1989 Buick Park Avenue does not come with a remote keyless entry. The keyless remote entry was not available till 1997.

The 1988 and 1989 Park Avenues are the same with the fuses located on the left hand side between the Head Light Switch and Steering Wheel. Open the drivers door and turn the black plastic thumb screws a quarter turn, then remove the panel. The relays are located on the right side of the car and can be found by removing the glove compartment.

For model year 1989 General Motors did not produce the Buick Park Avenue. The soonest production date to 1989 was the 1991 Park Avenue. The 1991 Park Avenue was offered in 3800 engine in supercharged or naturally aspirated. The part numbers for electronic control module (ECM) or "computer" will vary based on the exact engine for model year 1991s.
