Hi there this happened to me to, it mite be a fuse or relayor the temp sender unit on the inlet manifold. It may be a faulty gauge but it is more likely to be one of the other to. Hope that helps
There are no relays for cigarette lighters, just fuses. check the cabin fuse panel for a fuse marked cig.

The cooling fan relays, there are three, are located in the fuse box under the hood above the battery.
To check the fan relays on the 99 Malibu, you can swap the relay between the AC blower and the fan.
Is it the early '99 mk3 or the later '99 mk4?? Either way you have to remove the I/P (dash) and heater box. On the Early 99 you have a large brace to deal with before removing the heater box. On either model the A/C refrigerant has to be recovered and that requires a shop with special equipment. Good Luck.
You have an MK4 jetta, MK3's are 93-98, MK4 is 99-05. MK3's also didn't come stock with the 1.8T. MK3s are also super flat incomparison the mk4s.
under the left side of the stirring wheel there's a fuse box that folds down when you press the release button. there should be a lable on the fuse box that numbers the fuses and relays, the wiper fuse is #20 (tall black like fuse)and the relay is R15
15, 16, 17, 18, under the hood for regular fuses. R4, R5, black in color, relays in the power distribution box. and fuse number 26 on the panel under the steering wheel.
The defrost fuse on the 99 Ford Taurus is located in the interior fuse box. It is in the number 26 slot.
well first check the fuse if good the relay is behind the dash so climb under streering wheel and look up behind the dash to see the relays there.
