If said gas lever is the lever that opens the filler flap, look in the glovebox.
The gas lever the opens the filler flap, on a 1971 Super Beetle, is located on the inside wall, just above where the front passenger's right knee would be. This is right beside/below the glove box, against the wall.
On mine it's a D-ring you pull, and the filler flap pops open. If you can't find the ring it may be broken off, and you'll need to replace the wire and ring. If you have the ring and the flap still doesn't open, the little spring that causes it to pop open may be missing or broken.

One is the Heat on/off and the other is the Defrost/Floor lever.
